As you are being treated the referee, having exhausted the rule book and the Tome of Precedent looking for guidance on what on earth to do, is forced to consult the presiding Judge, who in turn passes the matter onto the Adjudicators, in this case the remainder of the Bureau (naturally).
Suitably bandaged up you are brought before the Bureau along with Stav, the Otter sitting between you like a threat. The nub of the matter is that no-one before you has managed to so annoy the Otter of Regret while attempting to be selfless.
