Your argument is short and deceptively simple, as the Chairman is present then surely he must have precedence over the Deputy Chairman so how can you have a Deputy Chairman Appeal? If the Chairman doesn’t like the decision he could over-rule the Deputy, whichever way it is decided, so therefore why not directly appeal to the Chairman. Your logic deployed you can only wait to see how the Bureau react. - GAME OVER

Your submission has clearly caused a reaction in the Bureau and after some discussion you see they are putting it to the vote. The Chairman confirms the vote and turns to address you. He explains that, while the Bureau find the argument attractive, particularly the part where you argue against a procedure you yourself started, it falls down on the idea of the Chairman over-ruling the Deputy. As a matter of Bureau Policy the Chairman and Deputy Chairman will always be in complete agreement and the merest glance at the properly collated and clarified history of the Bureau indicates this has, and will always, be the case - the Deputy always agrees with the Chairman regardless of what inaccurate notes and false memories may suggest.
